Public Notice on Environmental Impact Assessment for the Resource Utilization Renovation Project of Dye Intermediate Wastewater

Inner Mongolia Meilijian Technology & Chemical Co., Ltd. plans to construct the Resource Utilization Renovation Project of Dye Intermediate Wastewater in Mengxi Industrial Park, Otog Banner, Ordos City. The company has commissioned Inner Mongolia Shangqing Environmental Protection Technology Co., Ltd. to conduct the environmental impact assessment (EIA). In compliance with the Interim Measures for Public Participation in Environmental Impact Assessments (Ministry Order No. 4), the draft EIA report is now open for public review. The following details are disclosed:


1. Project Overview

  • Project Name: Resource Utilization Renovation Project of Dye Intermediate Wastewater

  • Project Type: New Construction

  • Location: Mengxi Industrial Park, Otog Banner, Ordos City, Inner Mongolia.

Background:

The company’s existing project, *Annual 405,000-Ton Dye and Organic Pigment Intermediate Production* (approved by Ordos Environmental Protection Bureau under EHPB Approval No. [2017]80 in July 2017), was divided into three phases. During preparation, adjustments were made to the product plans for Phases II and III, along with layout and auxiliary/environmental facilities. A revised EIA (EHPB Approval No. [2019]96) was approved in December 2019.

The current wastewater treatment process (MVR concentration + spray drying + high-temperature oxidation) fails to achieve resource utilization:

  • Wastewater is concentrated via MVR, with distilled water reused.

  • Concentrate is filtered and dried, producing solid salts incinerated and landfilled as general waste.

Renovation Scope:

To enable resource recovery, this project upgrades Phase I and II wastewater systems:

  1. 30-ton/hour β-Naphthol Salt Wastewater Resource Unit:

    • Utilizes low-temperature freezing and resin adsorption to refine MVR-concentrated wastewater into industrial-grade sodium sulfate.

    • Treated water is reused in production after resin adsorption.

  2. 10-ton/hour AminoC Acid Wastewater Extraction Unit:

    • Extracts organic salts (AminoC Acid) via organic solvent extraction for reuse in production.

    • Remaining wastewater is neutralized with carbide slag to produce industrial byproduct gypsum for cement production.

Facility Scale:

  • β-Naphthol wastewater treatment: 30 tons/hour (freezing extraction), 20 tons/hour (concentration), 50 tons/hour (resin adsorption).

  • AminoC Acid wastewater treatment: 10 tons/hour (extraction + neutralization).
