Public Notice on the Draft Environmental Impact Assessment for the Alteration Project of the Landfill Site in Phase I of Inner Mongolia Meilijian Qinglan Hazardous Waste Disposal Co., Ltd.
The Alteration Project of the Landfill Site in Phase I of Inner Mongolia Meilijian Qinglan Hazardous Waste Disposal Co., Ltd. has been entrusted to Inner Mongolia Shangqing Environmental Protection Technology Co., Ltd. to conduct the Environmental Impact Assessment (EIA). In accordance with the "Interim Measures for Public Participation in Environmental Impact Assessment" (Ministry Order No. 4), the relevant information is announced as follows:
I. Project Overview
Project Name: Alteration Project of the Landfill Site in Phase I of Inner Mongolia Meilijian Qinglan Hazardous Waste Disposal Co., Ltd.
Construction Location: Within the existing landfill site area, 7.05 km east of the Mengxi High-Tech Industrial Park, Otog Banner, Ordos City, Inner Mongolia Autonomous Region.
Project Nature: Alteration.
Project Summary: The Phase I Project of Inner Mongolia Gaoneng Qinglan Hazardous Waste Disposal is located in the Mengxi High-Tech Industrial Park, Otog Banner, Ordos City, Inner Mongolia Autonomous Region. The project consists of two parts: a Comprehensive Hazardous Waste Disposal Plant and a Hazardous Waste Landfill Site. The environmental impact assessment approval for this project was obtained in December 2018 under document reference EHPZ [2018] No. 266. Among these, the Comprehensive Hazardous Waste Disposal Plant is located within the Mengxi High-Tech Industrial Park. It is currently under construction, has not undergone environmental acceptance inspection, does not involve major alterations, and is not within the scope of this assessment. The Hazardous Waste Landfill Site is located 7.05 km east of the industrial park, southwest of the park's general solid waste landfill site. The Phase I landfill project covers an area of 84,154.93 m², with a landfill capacity of 532,100 m³, an annual disposal scale of 33,750 t/a, and a designed service life of 20 years. Currently, the flexible landfill and supporting public/auxiliary facilities are under construction and have not undergone environmental acceptance inspection. Therefore, this alteration project proposes the construction of a rigid landfill with a total capacity of 100,000 m³, a designed service life of 15 years, and a designed disposal capacity of 10,000 t/a for rigid safe landfill. After the alteration, the flexible landfill capacity will be 432,100 m³, with a designed service life of 20 years and a designed disposal capacity of 23,750 t/a for flexible safe landfill. After the alteration, the total landfill capacity remains unchanged at 532,100 m³, the total disposal scale remains unchanged at 33,750 t/a, the total service life remains unchanged, and the staffing number and other public/auxiliary facilities remain unchanged.
